The guys over at IGN.com got their hands on the Marvel Cinematic Universe Phase 2 Box Set, which is full of items and props from the movies. One item in particular caught their eye (as it’s from the upcoming Captain America: Civil War movie), The Sokovia Accords document calling for the registration of the Avengers. In the Civil War comic by Mark Millar and Steve McNiven, this was better known as the Superhero Registration Act.

It reads:

In accordance with the document at hand, I hereby certify that the below mentioned participants, peoples, and individuals, shall no longer operate freely or unregulated, but instead operate under the rules, ordinances and governances of the afore mentioned United Nations panel, acting only when and if the panel deems it appropriate and/or necessary.

The Avengers:

And then there’s a spot for each of these Avengers to sign: Clint Barton, Wanda Maximoff, James Rhodes, Steve Rogers, Natasha Romanoff, Anthony Stark, Vision, and Sam Wilson.

Sokovia was the fictional European nation destroyed by Ultron in Avengers: Age of Ultron, and we know that Thaddeus “Thunderbolt” Ross is heading the movement to use that as the reason to call for the registration of superheroes, hence it being titled The Sokovia Accords.

The document does not list the likes of Hulk, Thor, Winter Soldier, Black Panther, and Spider-Man, including only members of the “New Avengers” team that was formed at the end of Age of Ultron.
